Certification of Foreign Trade Documents

Who may apply:

•  Legal entities 
•  Individual entrepreneurs 
•  Residents and non-residents of the Republic of Kazakhstan 
•  Persons representing their interests on the basis of a power of attorney, an agency agreement, or another document provided for by law 

Documents that may be certified:

•  Constituent and registration documents 
•  Powers of attorney authorizing foreign economic or related activities 
•  Foreign trade agreements, contracts, and arrangements 
•  Specifications, invoices, and packing lists 
•  Waybills and other transport documents 
•  Insurance documents 
•  Commercial offers and price lists 
•  Export declarations and authorization documents 
•  Payment documents 
•  Technical documentation for goods 
•  Explanations, correspondence, and other documents of the parties related to foreign economic activities 
•  Originals and copies of foreign trade documents, notarized translations, as well as documents required by the requesting party 

Documents required for application:

1.  A written application in the prescribed form 
2.  Foreign trade documents to be certified 
3.  Copies of constituent and registration documents 
4.  A document confirming the appointment of the chief executive officer of the legal entity, or documents confirming the applicant’s authority 
5.  The applicant’s identity document; where an application is submitted by a representative, a power of attorney and the representative’s identity document 
6.  A copy of the agreement, contract, or arrangement serving as the basis for the application 
7.  The applicant’s bank details 
8.  Other documents, where necessary 

Key certification requirements:

•  Documents must be legible, clear, and of appropriate quality. If the quality requirements are not met, the Chamber of International Commerce of Kazakhstan may refuse certification 
•  Documents must comply with the applicable form requirements established by the legislation of the Republic of Kazakhstan or the legislation of the country in which they will be used 
•  Documents may be submitted in Kazakh, Russian, or a foreign language, depending on the country of destination and applicable requirements. Certification endorsements are made in English 
•  If a document is drawn up in a foreign language, the applicant must provide notarized translations into Kazakh and Russian 
•  The applicant is responsible for the accuracy of the information contained in the application and the attached documents 

Important:

•  Documents submitted for certification must not contain erasures, alterations, or unauthorized corrections 
•  The Chamber of International Commerce of Kazakhstan may request documentary evidence of the information provided if reasonable doubts arise 
•  Certification may be refused if the documents are unrelated to foreign economic activities, are prepared or submitted in violation of the Rules, or if the application and/or documents contain inaccurate or incomplete information 

Applications must be submitted using the approved application form for the certification of documents related to foreign economic activities.
