On 27 October 2026, a working meeting took place in Astana between Alisher Darkembayev, Director of the Commercial Activities Department of the Chamber of International Commerce of Kazakhstan (KazCIC), and a delegation from China. The parties discussed support for entrepreneurs, stronger cooperation between relevant organisations, and issues concerning Chinese companies operating in Kazakhstan.

The Chinese delegation included Liu Min, Deputy Director of the Private Sector Development Bureau of China’s National Development and Reform Commission; Li Hao, Senior Researcher, Level III, of the Bureau’s Policy and Planning Division; and Wang Kewen, Deputy Secretary-General of the China Overseas Development Association.

Alisher Darkembayev provided a detailed overview of the activities of the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan and KazCIC, outlining their main areas of support for entrepreneurs and promotion of international business cooperation. He also highlighted close cooperation with Chinese businesses, the Chinese Embassy in Kazakhstan, and relevant Chinese organisations, including through the China–Central Asia Business Council.

Liu Min noted Chinese companies’ interest in expanding their business activities in Kazakhstan and emphasised the importance of supporting entrepreneurs and protecting their interests. She proposed exploring the establishment of a regular dialogue mechanism between the two countries’ organisations and expressed interest in exchanging experience in private sector development.

Alisher Darkembayev supported further discussion of such a mechanism, noting the need to jointly work out its format and areas of activity.

Particular attention was paid to Chinese companies’ interaction with Kazakh partners and government agencies in light of legislative changes. Liu Min noted that changes in Kazakhstan’s legislation raise questions among Chinese businesses that require clarification.

“Chinese companies can submit official enquiries to us outlining their specific questions. We are ready to consider them on a case-by-case basis,” said Alisher Darkembayev.

During the meeting, the parties expressed their interest in continuing dialogue on business support and strengthening Kazakhstan–China business cooperation.
