Constitutional Reform Strengthens Business Confidence and Lays the Foundation for Sustainable Investment — The Chamber of International Commerce of Kazakhstan

On 6 February 2026, a meeting was held at the platform of the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken,” chaired by the Prime Minister of the Republic of Kazakhstan Olzhas Bektenov with the participation of representatives of the business community. The meeting brought together companies from the oil and gas and energy sectors, mining and metallurgical industries, the agro-industrial complex, sectoral associations, as well as experts from all regions of the country.

The agenda focused on key issues of tax reform, the practice of applying the new Tax Code, business support measures, digitalization, and the development of the business environment.

It was emphasized that the measures being implemented in the field of tax administration and business support are aimed at forming a more predictable and service-oriented model of interaction between the state and business. Particular attention was paid to the importance of systematically elaborating proposals from the business community, reducing administrative barriers, and creating conditions for sustainable cooperation between small and medium-sized enterprises and large companies.

The meeting also addressed financial support measures for small and medium-sized businesses, including subsidies, guarantees, and preferential financing mechanisms. The transition to a service-oriented model of state–business interaction was highlighted. In addition, the role of the National Chamber of Entrepreneurs “Atameken” as the initiator of the Digital Business Map—one of the core elements of the digital infrastructure of the eGov Business platform—was specifically noted.

“Atameken” presented a list of pressing issues faced by businesses, as well as proposals for their resolution. Following the discussion, the Prime Minister instructed the relevant government bodies to further elaborate the proposals and to pay particular attention to issues facilitating cooperation between SMEs and large enterprises. The matters discussed confirmed the importance of a comprehensive approach to institutional and economic reforms aimed at enhancing regulatory predictability and strengthening trust on the part of the business community.

The Chamber of International Commerce of Kazakhstan views constitutional reform as a systemic factor in increasing the country’s investment attractiveness and strengthening confidence among domestic and foreign investors.

“For business, constitutional reform is not about abstract changes, but about establishing stable and clear rules of the game. Enshrining the principles of the rule of law, justice, and state responsibility in the Constitution has a direct impact on business confidence, investment decisions, and long-term planning. A predictable institutional environment is a key prerequisite for export development, attracting investment, and expanding international economic cooperation,” said Murat Karimsakov, CEO of the Chamber of International Commerce of Kazakhstan.

According to him, strengthening the legal framework and enhancing transparency in public administration help create a favorable environment for entrepreneurship, reduce regulatory risks, and improve the competitiveness of Kazakhstan’s economy in international markets.

Representing the interests of exporters and investors, the Chamber of International Commerce of Kazakhstan supports the course of institutional reforms and will continue its work to develop dialogue between the state and business, promote investment, expand foreign economic relations, and foster a sustainable business environment.
