“Atameken” Identified Key Business Issues at the Meeting of the Expert Group
On September 26, 2025, the first meeting of the Expert Group on problematic business issues took place. The event was attended by all relevant government bodies, including Vice Minister of National Economy Yerlan Sagnaev, representatives of the Ministry of Construction and Industry, the Ministry of Agriculture, the Ministry of Finance, the Committee on Construction Affairs, the NJSC “Government for Citizens,” as well as representatives of the business community.
The National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken” presented the most pressing issues faced by businesses for discussion. Based on analytical work, 19 key issues requiring urgent consideration were submitted to the Expert Group. During the meeting, special attention was given to 8 issues, of which 5 related to land relations and construction, 2 to trade, and 1 to the oil and gas sector.
“The issues we have brought forward reflect the real challenges faced by entrepreneurs in their daily activities, and their timely resolution will directly affect business development, investment attractiveness, and the overall business climate in the country,” emphasized Murat Karimssakov, Member of the Board – Head of the Presidium Secretariat of NCE “Atameken.”
Among the priority problems raised during the meeting were: the need to develop a land use classification system to eliminate disputes related to determining the purpose of land plots, including those designated for public improvement; cases of revocation of decisions on granting agricultural land to bona fide land users; violations of pricing norms in tenders for the development of design and estimate documentation; legal gaps that put beekeeping farms at risk of land seizure; as well as the revision of the procedure for providing public services to determine the cadastral value of land plots, among others.
During the meeting, comprehensive discussions were held on all the issues raised, with the participation of relevant government bodies, subordinate organizations, and representatives of the business community. As a result of the discussions, a set of proposals was developed, including those requiring consideration at the legislative level. For the issues that could not be resolved, additional discussions will be held.
