Kazakhstan–China Business Dialogue: Export Development, Investment Cooperation and Enhancement of Legal Mechanisms

On December 2, 2025, the Chamber of International Commerce of Kazakhstan held a meeting with the delegation of the Legal Affairs Department of the China Council for the Promotion of International Trade (CCPIT). The purpose of the discussion was to deepen practical cooperation between the business communities of Kazakhstan and China, improve the legal support of foreign economic activities, and develop sustainable mechanisms for bilateral interaction.

The meeting was attended by the Chairman of the Board of the Chamber of International Commerce of Kazakhstan, Murat Karimsakov, as well as Yu Yi, Director General of the Legal Affairs Department of CCPIT, and representatives of the relevant structural units of both organizations. In his opening remarks, Murat Karimsakov emphasized the strategic nature of the Kazakhstan-China partnership and the importance of coordinated approaches in the legal sphere. He noted: “Kazakhstan and China are steadily developing strategic economic cooperation, and strengthening the legal foundation of this interaction is a key condition for improving the effectiveness of bilateral projects. The growth of trade volumes and the expansion of cooperative initiatives require systemic coordination of approaches, as well as increased transparency and harmonization of procedures.”

Both sides paid special attention to issues related to force majeure confirmation, improvement of export–import administration mechanisms, certification and documentation procedures, as well as the development of mutual counterparty verification and information exchange processes. These areas are crucial for increasing the resilience of commercial commitments and reducing risks in international activity.

During the meeting, a Memorandum of Understanding was signed on the establishment of the Committee on Commercial and Legal Cooperation between CCPIT and the National Chamber of Entrepreneurs “Atameken.” According to the document, the parties will establish the Committee within the framework of their Cooperation Agreement, strengthen interaction in the field of commercial law, and reaffirm their commitment to resolving trade and economic disputes through consultations, dialogue, mediation and negotiations. The new mechanism is intended to contribute to the healthy development of trade and economic cooperation between China and Kazakhstan.

Additional information was presented on the activities of the CCPIT Legal Affairs Department, which provides comprehensive coordination of the Committee’s legal matters, forms the system of commercial legal services, conducts research, and drafts proposals aimed at improving legislation in the areas of trade and investment promotion. The Department also engages in international legal cooperation, supports businesses in anti-dumping and safeguard investigations, eliminates discriminatory barriers, and develops mechanisms for intellectual property protection.

 

In conclusion, both sides emphasized that the meeting became an important step in strengthening legal and organizational mechanisms to support business, increasing mutual trust and enhancing the effectiveness of trade and economic cooperation between Kazakhstan and China.
